Insane Killer Escapes Mental Hospital!

Recently an Insane killer named Philip Paul escaped a mental hospital during a field trip to a local county fair. Now my question for you or the powers that be is, "Why was an Insane Killer on a field trip at a local county fair with other people around to begin with?" I mean would you ever consider taking Dahmer to the local Children's petting zoo? Hell no! So I cannot understand why on earth anyone would approve for a convicted psychotic killer to be released for any reason from a mental facility upon the public.
